Health system readiness for Universal Health Coverage: What does it take?

Much of the analysis and discussions about Universal Health Care (UHC) have focused on conceptualization of financing and service delivery frameworks for resource-poor health systems; few, however, focus on program implementation and practical approaches.
While a country’s path towards providing affordable health care for all is context dependent, experience shows that synergistic policies and programs should be designed and implemented to strengthen country’s capacity in financial management, information systems, regulatory and policy reforms, governance, and human resources. Therefore, prior to embarking on a trajectory toward UHC, the extent of health system “readiness” and the possibilities for unintended negative impacts within the system should be considered.
Presentations will examine UHC implementation in Rwanda, Thailand, China, and India and highlight important considerations in ensuring the “readiness” of country systems for UHC.
